Role of Nepal Rastra Bank in foreign exchange

Nepal Rastra Bank, established under the Nepal Rastra Bank Act, 2058 (with second amendment, 2073), is mandated to collect and analyze data on macroeconomic indicators, financial market development, and price stability. Its responsibilities also include monitoring money supply, deposits, loans, government finance, foreign trade, balance of payments, and foreign exchange. The Foreign Exchange (Regulating) Act, 2019, and its associated rules grant the central bank authority to formulate foreign exchange policy, regulate transactions, determine the exchange system, and manage foreign exchange reserves.

Recently, on October 5/6, 2026, Nepal Rastra Bank amended its foreign exchange rules, increasing limits for foreign currency payments and exchange services for businesses and individuals. This revision includes raising the annual foreign exchange facility for Nepali citizens seeking medical treatment abroad from USD 15,000-16,000 to USD 30,000. The advance payment limit for importing aircraft engines or spare parts has been increased from USD 100,000 to USD 500,000. Additionally, the payment limit for transactions with India has been raised from Rs 4 million to Rs 6 million.

Future adjustments and commercial bank rates

Nepal Rastra Bank has stated that these exchange rates can be revised at any time as needed. The central bank also noted that the exchange rates set by commercial banks may differ from its official rates. Updated exchange rates are available on the central bank’s official website.

The Nepal Rastra Bank’s “Economic Activities Study of Madhesh Province” report from Ashar 2082 (BS) indicates that its Janakpur and Birgunj offices collect and analyze data related to major economic sectors across all eight districts of Madhesh Province. These sectors include agriculture, industry, services, infrastructure development, foreign trade, and balance of payments. However, no specific information regarding the particular impact of today’s exchange rates on Madhesh Province was found.
