Nepali Congress Vice-President Bishwa Prakash Sharma is set to present a report with 15 public resolutions aimed at reforming the party’s internal culture as the 15th General Convention’s closed session begins on Monday, October 5, 2026, in Kathmandu.

The resolutions address issues such as personality-centric politics, factionalism, and lack of transparency within the Nepali Congress.

The report, titled ‘Decay in Democratic Culture and the Mandate for Era-Appropriate Transformation’, commits the party to:

  • Ending personality-centric politics.
  • Not using permanent factions as organizational bases.
  • Preventing individuals from repeatedly holding positions based on influence.
  • Avoiding changing ideologies based on opportunism.
  • Not prioritising candidacies based on access or influence.
  • Rejecting opacity in party leadership, membership, and committees.
  • Not turning public mandates into arrogance.
  • Not treating election manifestos as documents to be forgotten.
  • Rejecting political protection in legal processes.
  • Not using public office for private gain.
  • Not turning social media into an arena for internal disputes.
  • Not limiting qualified youth from leadership due to age.
  • Not confining inclusivity to mere numbers.
  • Valuing contributions without making them the sole basis for qualification.
  • Prioritising institutions, ideology, and democratic values over momentary self-interest.

Convention Overview and Background

The 15th General Convention of the Nepali Congress commenced on Sunday, October 4, 2026, at Khulamanch in Kathmandu. Nepali Congress President Gagan Thapa presented the main political proposal titled ‘The Coming Decade, Democracy, and Congress’ during the inauguration.

The Nepali Congress is attempting to make this convention a policy-selection convention rather than just a leadership election. The party is holding this regular general convention within a year of its special general convention last Poush, as per party provisions. The dates for the convention were initially set for Ashoj 16-19 (BS) but were postponed to Ashoj 18-21 (BS) due to natural disasters like floods and landslides affecting lower-level conventions.

What Happens Next

The closed session is scheduled for Monday and Tuesday, October 5 and 6, 2026. Nomination registration for candidates is set for Tuesday. The Central Election Committee has scheduled the election program for Ashoj 21 and 22 (BS).

Vice-President Sharma has expressed confidence that after the convention, the Nepali Congress will emerge stronger, more energetic, and inclusive of the aspirations of the new generation. The party is also discussing increasing the number of office bearers, including a senior vice-president, and adding central committee members.

Vice-President Sharma also emphasised the need to address the issues raised by the Madhesh movement. He stated that alternatives would be sought for the Janamat Party-led government in Madhesh Province.

The final policy decisions and leadership election results from the convention are yet to be announced. It remains unclear how Vice-President Sharma’s 15 resolutions will be discussed in the closed session and what form they will ultimately take. The convention’s ability to address party unity, generational transition, and the pressure to regain public trust also remains to be seen.
