Role of Nepal Rastra Bank in Exchange Rates

Nepal Rastra Bank, established in 1956 (2013 BS), is responsible for managing monetary and foreign exchange policy to maintain price and balance of payments stability for the sustainable development of the economy. It also regulates, inspects, supervises, and monitors the banking and financial sector. The Foreign Exchange (Regulating) Act, 2019, governs foreign exchange management in Nepal.

Nepal maintains a fixed exchange rate system with the Indian currency, where 100 Indian Rupees are equivalent to 160 Nepali Rupees. This arrangement, in place since April 1960, aims to control significant fluctuations in the exchange rate. Exchange rates for other foreign currencies are determined based on their cross-rates with the Indian Rupee, which helps prevent illegal foreign currency transactions and arbitrage.

Monetary Policy and Future Outlook

The central bank’s monetary policy for the fiscal year 2082/83 (2025/26) targets inflation at approximately 5.0 percent and aims to maintain foreign exchange reserves sufficient to cover at least seven months of imports of goods and services. Nepal Rastra Bank has stated that it can revise these exchange rates at any time as needed.

Commercial banks may set different exchange rates, and the updated rates are available on the central bank’s website. However, the detailed method or formula used by NRB to determine daily exchange rates for currencies other than the Indian Rupee, and the specific criteria that trigger rate revisions, are not explicitly detailed. The typical range or factors influencing the differences in rates set by individual commercial banks are also not specified.
