North Korea tests cruise missile warhead, slams FBI hack allegations

North Korea on Monday tested a dispersal warhead for a strategic cruise missile, which it claimed could devastate a target area of 5 to 6 hectares with high-density power. This development comes as Pyongyang condemned allegations by the US Federal Bureau of Investigation (FBI) linking it to a $6 billion cryptocurrency theft from Binance, the world’s largest crypto exchange, calling it a ‘grave political provocation’.

Full Gen. Kim Jong-sik, a member of the Workers’ Party of Korea’s Central Military Commission and first vice department director of the Central Committee, oversaw Monday’s tests, according to the state-run Korean Central News Agency (KCNA). The Warhead Institute of the Missile Administration confirmed the mid-sized dispersal warhead tipped on the cruise missile is capable of turning a target area of 5 to 6 hectares into ashes with its highest-density power, KCNA reported.

Background

  • North Korea is developing various weapon systems to strengthen its nuclear program and deter the US and South Korea.
  • In January 2021, North Korea presented a "five-year plan for the development of defense science and weapon systems" at the Workers' Party's Eighth Congress.
  • North Korea has faced allegations of involvement in cryptocurrency thefts in the past, including $1.5 billion from Bybit in February 2025 and $387.5 million from Bitget in September 2026.

Military Capabilities Expand Amid Cyber Tension

The Cruise Missile System Institute stated it perfected the missile’s vertical strike capability by improving its terminal maneuverability, adjusted for the targeted area’s natural and geographical characteristics. The administration’s director emphasized the urgent necessity of developing a variety of weapon systems to defend the country’s security and deter all sorts of threats.

This latest test follows North Korea’s Saturday test of a cluster bomb that can be mounted on tactical ballistic missiles. Pyongyang has vowed to field various types of cluster warheads by the end of the year.

Meanwhile, the FBI on October 31 stated that TraderTraitor, a North Korea-affiliated hacking group, was behind the Binance hack. TraderTraitor is the same group blamed for a $1.5 billion theft from the Bybit platform in February 2025, which had been the largest crypto theft until the Binance hack.

Kim Yo Jong, first vice department director of the Workers’ Party of Korea’s Central Committee and influential sister of Supreme Leader Kim Jong Un, released a statement on November 3 dismissing the FBI’s claim as ‘absurd rhetoric and nothing new’. She accused the US of misleading international public opinion by attributing all cyber crimes worldwide to North Korea, calling it a ‘sinister attempt to damage the international image of the Democratic People’s Republic of Korea (DPRK) and undermine its dignity and national prestige’.

Trump’s Doubt and Binance’s Response

US President Donald Trump cast doubt on North Korea’s involvement in the hack after the FBI released its statement on October 31. Trump told reporters, “I’m not concerned. We’re learning about it. We don’t know if it’s North Korea.”

Binance estimates approximately $6.3 billion was stolen in the October 29 hack, making it the largest crypto theft to date. Blockchain analytics firm Elliptic reported that $2.85 billion of the stolen $6.43 billion has been frozen or seized on-chain. Binance has allocated sufficient funds to cover 90% of its customers’ losses and has resumed withdrawal services.

The FBI, US Secret Service (USSS), and Internal Revenue Service Criminal Investigation (IRS-CI) have observed TraderTraitor converting stolen assets primarily into Ethereum (ETH). The FBI has urged the crypto industry to halt transactions with addresses used by TraderTraitor hackers to conceal stolen assets.

What happens next

North Korea has pledged to deploy various types of cluster warheads by the end of this year. The FBI anticipates TraderTraitor hackers will further conceal stolen assets using DeFi and instant swap services, and US agencies are urging crypto exchanges to block wallets linked to the stolen funds.

Why it matters for Nepal

In 2019, the Nepali government issued a two-month ultimatum to North Korean businesses to close and withdraw their investments, and several North Korean citizens were arrested for working illegally. US officials have expressed concerns that North Koreans might be using Nepal as a base for cybercrime and other illicit activities, urging Nepal to comply with UN sanctions.
